RUTH ELIZABETH ROUSE

RUTH ELIZABETH ROUSE has represented Grenada and headed several delegations to International meetings and conferences and holds membership in a variety of organizations including Commonwealth Societies, and served as a political focal point for Grenada to the Global Environment Facility (GEF).

The Senior Public Servant is a highly-experienced diplomat who has demonstrated the ability to represent her country at the highest level and to introduce plans and programmes to bring credit to her native country, Grenada. She has also been blessed with excellent communication skills, and has a talent for art and design. During her many years as a staff member of the protocol division at the Foreign Ministry in Grenada and later as Chief of Protocol, she developed enormous organizational skills with the planning and execution of a multitude of State functions and events. 

Ms Rouse possesses strong analytical, managerial and negotiating skills; the ability to operate in crisis situations and provide guidance and leadership in a highly political and diplomatic environment. She has extensive experience in the formulation of foreign policy. As the Chief Executive of diplomatic missions she has headed, she has been charged with the responsibility to ensure that Grenada’s interests are always properly represented and safeguarded at all levels.  

Having devoted more than a quarter of a century to improving and maintaining Grenada’s image in the international community, she has also dedicated time to the pursuit of broader developmental and humanitarian issues and has been credited with the founding (in 2001) of the Women in Diplomatic Service Group (WDS) in the United Kingdom, which raises funds to provide training for young women diplomats from member countries. The Group is open to all women diplomats and members of the International Business Community and has as its motto, Pro Patria. The Group functions on the logic that through helping each other, women diplomats also help to promote their countries. 

The long-serving Grenadian Lady Diplomat has earned the respect of her counterparts and has developed strong relationships with Governments, International organizations and NGO’s worldwide.  She held responsibility within the CARICOM Caucus of Permanent Representatives to the United Nations in New York, for Humanitarian Affairs and had been actively involved with the UN Office for the Coordination of Humanitarian Affairs (OCHA), with respect to the launch, (March 2006), of the new Central Emergency Response Fund (CERF). She is also credited with the enlistment of Grenada, for the first time in its membership of the United Nations, as a Police Contributing Country (PCC) – to the United Nations Stabilization Mission in Haiti (MINUSTAH), and the United Nations Disaster Assessment and Coordination Team (UNDAC).   

Having witnessed first hand the devastating effects of Hurricane Ivan in Grenada 2004, Ms. Rouse has committed herself to ensuring that countries seek new and innovative ways to adequately prepare their populations for natural disasters, and minimize the loss of life and property. 

Ms. Rouse holds an MA (Distinction) in Diplomatic Studies from the University of Westminster, United Kingdom and a BA in French and Spanish from Carleton University, Canada.

She has completed almost 35 years in the Public Service of Grenada and is the recipient of the 1998 Independence Award for Exemplary Public Service. She takes pleasure in serving her country, as well as the wider objective of creating a safer world in which all humanity can live. Motto: “What man has done, man can do!”  

Born in the Parish of St. David, Grenada, on 30 January 1963, the last of four children to E.G. and Rebecca Rouse, Ruth Elizabeth speaks English, French, Spanish, and has a working knowledge of German.
