Whole-of-Government Planning Framework has been designed and approved by the Cabinet. With the use of this framework as a guiding document, the Cabinet Office ensures that Ministry Corporate Plans and programs are aligned to national development outcomes by regular review and consultations with ministries and departments.

Results-Based Strategic Planning Guide has been developed and adopted by Cabinet. It is applied during formulation of Corporate Plans by ministries and departments. The Cabinet Office has responsibility for quality assurance of Corporate Plans as well as reviews of Annual Work Plans of the Ministries for compliance and alignment to national outcomes.

A mandatory results-based strategic planning workshop has been delivered across the government. To institutionalize the approach throughout the government and build a necessary cadre of trained planners in strategic planning, it has been approved that such workshops will be delivered during the first quarter of each year.

Annual, Quarterly and Whole-of-Government Performance Report templates have been created and will soon be utilized by Ministries and departments.

•    Improved understanding and acceptance of the necessity of whole of government planning approach
•    Enhanced skills among the staff and managers in results-based approach to delivering services.
•    Refocused efforts toward performance in achieving strategic outcomes
•    Increased knowledge and skills in developing Key Performance Indicators and monitoring performance across Government

Anticipated long-term outcomes to include:
•    Improved institutional capacity of the Cabinet Offices, including Monitoring and Evaluation Unit to provide strategic guidance to the ministries/departments, develop policy agenda, support the Cabinet and monitor the performance.
•    Enhanced formulation of the annual policy agenda including improvements to ensure efficiencies in policy making and implementation across the government.
•    Revised and improved frameworks and systems within the Cabinet office and the overall government in the areas of accountability, performance management, monitoring and evaluation.
Increased transparency in information sharing and reporting across public service, including improved public dialogue and inquiry into issues of government accountability
