Community Empowerment Division

Throughout the years, the Community Development Division was transferred to various Government Ministries.  In April 2018, the Ministry of Social Development and Housing inherited Community Development which has now transitioned to Community Empowerment, as part of our mandate for a holistic approach to development.  

Our vision of community empowerment is more than the involvement, participation or engagement of communities. It incorporates community ownership and action that explicitly aims at social change. Community empowerment seeks to address the social, cultural, political and economic determinants that underpin society’s development and seeks to build relationships with other partners in finding feasible solutions to presenting social problems.

Community empowerment should be seen as an integral part of working, as a process which focuses on how we work in empowering ways; and as an outcome – for both communities and agencies; a change which is enduring, which is intended to improve the quality of life for communities and their environments

The overall structure of the Community Empowerment Division in relation to its objectives, concept, policies, programme development and project implementation, which will encompass Social Protection.

Objectives

  • To empower individuals to be their own change agents
  • To create the enabling environment to promote community empowerment
  • To identify the strengths and weaknesses, opportunities and threats of our communities
  • To help community persons identify their strengths through community participation
  • To develop communication skills and strategies necessary to deal with persons in the community
  • To use the community as a medium to link clients to available services

  • Upgrading the Community Centres to be ICT ready
  • Assessment of Community Centres for state of disaster preparedness
