Implementation of the New Work Permit Electronic Card System, January 2020
The Work Permit application process over the years has been a manual system. Once an application is approved, the internal system will provide a Work Permit document - a paper booklet - which will be held by the foreign worker as proof of his/her compliance to live and work in Grenada in accordance with the Foreign Nationals and Commonwealth Citizens (Employment) Act 1968, CAP 115.
The manual equipment used to prepare approved work permits by Ministry of Labour has become obsolete.
In an attempt to remedy the above situation, the Ministry has sourced an electronic/plastic card printing system to produce a new Work Permit Electronic/Plastic Identification Card. The Electronic Act of 2013 Section 4(1)(d) gives the requisite legal enabling environment to the Ministry of Labour as a public authority, to electronically fill information regarding data on work permits.
The implementation from paper booklet to an electronic card system is in keeping with the Government of Grenada Medium Term Agenda of “introducing smart service delivery platforms” toward the “Promotion of Resilient Governance.”
This also makes the new Work Permit Card more durable and easier to carry. According to Sec 6(1) of the Foreign Nationals and Commonwealth (Employment) Act, “A work permit shall be kept by the individual to whom it is issued and shall be produced on demand of an authorised person or a police officer……”
This initiative also brings the service offered by the Ministry of Labour up to date with similar systems which are being used by other Government entities to produce, for example, the Driver’s Licence Card, Voters Registration Card, NIS Card, Permanent Residence Card, to name a few.
In addition, the fee of EC$100.00 for replacement of loss permits, as stipulated in the Foreign Nationals and Commonwealth Citizens(Employment) (Amendment) Regulations of SRO 24 of 2017, is applicable to the replacement of loss of the new electronic/plastic card. Work permit holders are expected to safeguard their work permit card.
